      Haha, no, because...
Russia was building its occupation base already in 2007.
      i2.wp.com/euromaidanpress.com/wp-content/uploads/2015/08/g5.jpg
Today this base looks like this:
      satellites.pro/#42.385910,43.888452,16
"The decision to invade Georgia was made in March 2008:
according to Russian General Yuri Baluevsky) “a decision to invade Georgia was made by Putin… in May 2008. A detailed plan of military action was arranged and unit commanders given specific orders in advance”. And here’s what happened, for the record: the South Ossetian militias ramped up attacks against the Georgian side daily. Moscow had already placed illicit Russian forces among the separatists helping and hoping to create a provocation - the kind of destabilizing activity we have now seen so often elsewhere. Georgian president Saakashvili, abroad at the time, imposed restraint on his (bridling) troops. He raced back knowing that Moscow had built up invading forces for months. He knew they were pushing for a provocation. In the event, they didn’t even wait for that"

But Russia had a problem. How move fast thousands of troops?
That is why Russia built roads and rehabilitated railways.
"Material military preparations were made. On May 31, Railroad troops were moved to repair the tracks south of Sokhumi to prepare the infrastructure for the invasion. On July 30, they completed their work and all was set for major combat in August, since later bad weather would impede an invasion (see EDM, June 12, July 31). "
Furthermore "before using arms, Moscow issued ominous threats. Russia unilaterally rebuked CIS sanctions against Abkhazia (RIA-Novosti, March 6). The Kremlin-controlled State Duma passed a resolution calling for recognition of Abkhaz and South Ossetian sovereignty (RIA-Novosti, March 21). Vladimir Putin promised Abkhazia and South Ossetia "not declarative, but material support"

I also talked about roads russia was building towards Georgia. I find it particularily interesting that Putin himself visited such a construction site. He asked an interesting question:
"Shortly before the Russian aggression in 2008, Russian President Vladimir Putin personally visited Dagestan and announced the construction of another road that runs toward the plateau located 40 km from the village of Bezhta (Inance.ru, August 30, 2016). “Putin stood at the site of the construction of the road and asked: ‘This is a new road to Georgia. Are the tanks going to pass or not?’”
      jamestown.org/program/russia-building-new-road-from-dagestan-to-georgia/
Those tanks that Putins talked about were already seen on 2 of August in south Russia heading towards Georgia.

They crossed the border on August 7th.

Georgian president saakashvili was informed and urged all sited to stop hostilities and he said that russo georgian relations are if crucial import on georgian national tv:
" At 19:10, all Georgian television channels aired a speech of the President of Georgia Mikheil Saakashvili in which he stated that he had issued an order that
‘no Georgian compound, no police or other compound subject to our control, open fire [in response] in order to stop the very intensive shelling’.
Saakashvili stated that Tbilisi offer South Ossetia ‘unlimited autonomy’.
“I also offered and continue to offer Russia to be the guarantor of South Ossetian autonomy on the territory of Georgia,” Saakashvili said.
Saakashvili appealed to residents of South Ossetia with the following words:
“I beg you. We do not want to fight with you. Do not test the patience of our state. Let us stop the escalation and begin negotiations - direct, multilateral, as you want”
At 20:30, the Ministry of Internal Affairs of Georgia announced that ‘all Georgian positions around Tskhinval(i) are under fire’."
Saakashvili was ignored by Russia. Its troops were already in Java Municipality on August 7 amdntherefore he was forced to react. But this was not planned by Saakashvili. You want to kno why?
At that time the best georgian brigade with 2000 men was on a peacekeeping mission in Iraq.
Would you start your war without your best brigade? Do you still believe Saakashvili wanted to attack?
And even if, has Russia really a right to interfere in Georgia when you consider what russian troops did to chechens?
