Question: Would removing "hydro cost" from all citizens in targeted affected areas and have them "leave the home water running" help deplete some of the flood effects?
(Not an expert but I do expect China to a well-developed drainage system to protect their major cities from natural disasters like "Tokyo which has 6.4 kilometers of tunnels to counter flood" but since the flood level in some area doesn't seem to be going down (fast enough) could mean that either drainage is over-capacitated or that it is able to handle a high volume of fresh floods but is exceedingly difficult when it's combined with muddy water that contributed to plug.
Personally, I believe there are far too many dams and have a negative effect on downstream countries that relays on them.
Other countries may potentially go to War over Water (e.g Egypt) by mid-2020s so a cooperative talk on how to share the resource (based on the population and NOT financial contribution) could yield better results than the need to enter a negotiation with an upper hand.
For people I know that live in China; I pray for floods to cease and for sunny weather to take in its place by the end of July month.

In India too, the overflow of Bhramaputra (part of YANGTZE river in India) has resulted to floods and my Assamese and Arunachali brothers are heavily affected due to these floods. Hope both the countries overcomes this difficult situation.
