Replay officials would then determine that a) Fuller did not leave his feet to initiate contact, b) Fuller did not lead with the crown of his helmet, and c) it was a hard but legal hit. The targeting flag would be picked up and the Vikings would take over - hopefully.

I don't think it is a penalty in today's NFL. Looks like shoulder to upper chest. No helmet for either player. Just my opinion.
