In Depth - Powers of Governor & Lt Governor

On June 20, the state of Jammu and Kashmir was placed under Governor's rule after the BJP withdrew support to its alliance partner PDP, forcing Chief Minister Mehbooba Mufti to resign. This is the eighth spell of a Governor ruling the state of J&K, and the fourth such incident under NN Vohra.
But why Governor's Rule and not President's Rule in Jammu & Kashmir?
In all other states, in the event of failure of constitutional machinery, the President's Rule is imposed. But in the case of Jammu and Kashmir, the process is slightly different.

LG is bound by the aid and advise of the Delhi govt. Except in the case of reserved subject I.e land, law and order and police. Either he has to accept aid and advice or has to refer the case to the President.

It's a very informative and wide coverage. Although it would have been better if the issue of J&K would have been covered more widely. Most people fail to understand why and what are the specific reason or issues of Kashmiri people, why the state machinery failed? what was the need for Governor's rule to be established? Most people know the issues vaguely like terrorist funding by Pak, anti-national emotions being nurtured and such but there could be deeper issues which media should focus so that rest of India can relate more with the issues faced by Kashmir and the people there. The report which is presented is more academic and these details can be easily accessed or can be referred in any book but it would have been more impactful if you could highlight the issues of Kashmir, which media must ideally do.

Gaurav Yes. The term ‘pleasure of president’ means the President can remove the Governor before 5 years. Hence, even though Governor has wide discretionary powers, he exercises it on advice of Centre. So, Governor is often called ‘agent of the Centre in States’.
