My theory is that the voices techno hears are dream xd trying to protect the server with techno's body since dream is locked in prison and it not going anywhere for a while and that's the same thing that happened to dream only that dream completely listen to the voices and techno ignore them :)
Its canon that the voices are the chat so you can stop with this type of theories

Maybe dream does listen to the ‘voices’. Maybe all his action are connected to what the viewers are typing up.

He only has sam nook and puffy, puffy is still doing his own thing she isn't completely with him yet and she is thinking of joining techno and small nook cant do much to hell Tommy as he is basically an animal crossing character who is under Sam's control due to loyalty

I just... very cool work. Emotions, actoins.... everything is perfect. And i really want to go to Phil and slap his face and yell that Dream never do anything just for fun, his actions always make side turn to him, i mean like always!! Oh and yeah Dream my favourite, he really fits in villain role and he really cool. I mean im simp for him. Its like when you watching only because of him and events.
I, being a representative Technoblade and Phil apologist, do not agree with this point of view a little. Dream made it clear that he wanted nothing but power, and that he manipulated Tommy only for his own selfish reasons, but I understand your love for him, even if I don't share it.

Yes, Tommy betrayed Techno, but I get why he chose L'Manberg. Techno literally said he would hand Tommy back over to Dream, TO HIS ABUSER, if he called in his favor. Wouldn't you be scared? Also Tommy said in the beginning he wouldn't help Techno blow up L'manberg! He also never said that Techno was wrong about corrupt government! If you think about how old Tommy would be cannonically when it all started, he was a child! He was raised in an environment without any trust! Also, Techno betrayed him first by spawning the withers in L'Manberg just because he wanted anarchy in an area he didn't even live to begin with! Before someone starts hating, I'm also an Anarchist, but just because you want or don't like something doesn't mean you can take it from others. I'm not surprised by the way C!Tommy acts because so many people betrayed and belittled him. Techno was right in ways but I don't blame Tommy.

I know that? But the concept of "Brother and son by blood" and "Brother and son on the mental level" must be distinguished. Of course, they are friends, but Phil considers Techno AS his son, not by blood, but simply because he wants to take care of him and give him fatherly love, which Technoblade did not have according to the canon

Funny thing is Tommy is actually like one of the weakest and most pathetic members on the smp when it comes to actually having real physical power his only power his only real strength is his ability to gain allies to help him that’s it, it’s never his own strength that lets him succeed. Winning back L’’manberg, that was all everyone working together and being carried by Techno. Winning against Dream and putting him in prison was only possible because others helped

That still doesn't mean Phil won't take care of him. They may not be related by blood, as with Will, but they may be close on a mental level. This is still acceptable

That is, Phil's reaction in the form of laughter is actually the reaction of a real person, for whom all this is just a game. But the character will have a completely different reaction for obvious reasons
