Railroads are not governed like the trucking company who I think must answer to the D.O.T. It is governed by the Federal Railway Administration Which is A dept that is like the FAA over the airlines industry. Strict rules of inspection and safety standards are in place to insure the public safety. In addition trains are inspected constantly by yard inspectors, maintenance people and the crews, The FRA can make it quite expensive in fines and penalties if they fail to adhere to the standards.

Im not familier with the NS line in Georgia. Im mostly used to the CSX, Norfolk Southern lines around the Washingtion D.C metro area. Do you know about most of the Georgia Norfolk Southern line?
