I think they should have told Tom that next time, they would call the police and the kids would be arrested for violating the drinking laws as well as trespassing and public drunkeness. They would have a very hard time getting into college after that. Especially when it was revealed that they knew about the rules set out by the HOA and neighbors.

When we bought our house 35 years ago it was in a small 10 lot development. We had a small dog so I put up a 42 inch fence around the side yard for her safety. When my neighbor, a weekender, saw it he chewed me out saying it was against some CC&R in the deed. When I checked my deed it wasn't there. He still complained so I called the county planning department and was told that such a CC&R was unenforceable as it was against state and/or local property laws. Later the neighbor admitted that he hadn't checked the CC&Rs personally but that was what his realtor had told him. The same realtor that had told him his property extended all the way to the lot behind him, ignoring the stakes 20 feet closer that marked a road easement for a dirt road in between.
Lawyer and lawsuit would follow, police and trespass everyone from property. Civil lawsuit would follow for damages. I would call the Police and have them all arrested for trespassing. If they come back sue them. Let a Judge decide the financial punishment.
When I was young, not yet a teenager, I lived in an old Victorian neighborhood. On most of the lots was an old orchard planted by the original owners of the land. We, the kids, ran through those trees constantly. As our parents had taught us, we never littered or were overly loud after dark. We always respected the owners when they told us it was time to go home. Don't parents, some not all, teach their children to be respectful of the adults they come in contact with? Aren't they taught that land is owned unless otherwise posted? I am 67 years old, so I am talking about adults who have their own children and even grandchildren in the present. I want add to this post. In no way am I suggesting that we (my contemporaries) were perfect. We misbehaved, as all children do, but we did respect our elders. The land we lived on had once been a large farm overlooking the great Mississippi River. I knew the kid, my age, who lived in the original farmhouse. The old farmhouse had at one time been a stop on the Underground Railroad to Canada. We actually attended a Halloween party that was partially held in the old hiding place. It was a small room in the deepest part of the basement. That house, and the other old Victorian homes, inspired (in part) my deep love of history. Unfortunately the old house I grew up in burned down some time ago. All the history and beautiful interiors of wood that had been inside it is gone. I hope it was just our old house that was destroyed and not the rest of the neighborhood. That would be a tragedy. By the way, the land east of our house still contained a lot of the original orchard, that had been planted by the farmers, on the backs of the lots. That was what made me remember this part of my childhood.
So the entire neighborhood wants to use land they don't even pay the taxes for. Simple send the IRS or whatever government agency that deals with that kind of thing let them know that a certain HOA hasn't been paying their taxes on land they claim is theirs and let's see how quickly they coward away
By agreeing you open yourself up to a lawsuit for liability if someone gets injured. In addition you should not give in just because neighbors are upset. Instead setup parties on their property and see how they react then ask how they would feel. Also with people in general give a inch they take a mile regardless of your agreement. I would never agree to this. Send out notifications to all neighbors that if they want to use it as a community area they can pay you the property tax that it costs you. This would never be acceptable to me and I would not give in just to appease selfish neighbors
