I am pretty sure that "Panic" is about the aftermath of Chernobyl disaster. I remember reading about it somewhere. In short The Smiths were perplexed how the news on the radio could report about the tragedy. And after the regular programming resumed the DJ played the newest pop songs as if nothing significant had just been reported. The verse "Panic on the streets of London..." refers to the fear that gripped most people when they heard about the disaster, while the DJ is playing music that isn't fitting the mood.

Literally EVERY SONG The Smiths sing are awesome! I was very privileged to see The Smiths in the 80's in Houston at the University of Houstons Cullen Auditorium. It was a small venue and the best concert I've ever been to and I've been to a lot of amazing concerts like Pink Floyd, Bowie, INXS The Cure and many others. The Smiths topped all of them!

Literally EVERY SONG The Smiths sing are awesome! I was very privileged to see The Smiths in the 80's in Houston at the University of Houstons Cullen Auditorium. It was a small venue and the best concert I've ever been to and I've been to a lot of amazing concerts like Pink Floyd, Bowie, INXS The Cure and many others. The Smiths topped all of them!
God Bless The Smiths and Morrissey. Johny Marr too! Don't know how my life would have been without them!
