That's right! They are attached to thin metal rods that run through the whole regulator. A piper may place bits of blu-tack/wax along the rod to tune individual notes. The rod can be moved in/out or rotated to adjust the tuning without taking the whole regulator out

I always thought Uilleann was such an evocative name, like something out of Lord of The Rings, then I found out it means elbow.
Uilleann means "Elbow" and it also means "Angle" as in a right Angle ie 90°.
