I like your list ! I must say I agree with almost everything except for Buzzapdos. I feel it should be higher. It is very explosive. quite often able to threaten a 1hKO by turn 2. It often runs away with the game before your opponent had the time to set up. It’s main attacker is a basic with a relevant resistance and no weakness. It used to be better during Base set only but it got weakened a lot when Mr Mime came out. Running 2-3 copies of Electabuzz helps with that tho. In my opinion based on my play by play experiences I think it is still very viable in base-fossil, I would put it at tier 2. As for decks that I would add ; -Tier 2 : Curse (Gengar) and yes I am absolutely convinced this should at least be in Tier 2. I have been playtesting this a lot and I was pleasantly surprised by how good this deck actually is. The cool thing about it is that this is probably one of the only real “tempo” decks in the format and I’m here for it. Your main attacker Is Mewtwo. With Gengar (preferably multiple Gengar) on the bench to distribute damage counters in a way you can make sure whenever you would KO a pokémon, no excessive damage counters go to waste. It also combo’s well with mr mime’s Meditate. The beauty of this deck is that it can be an aggressive deck with promo Mewtwo and Gengar but it can adapt midgame to grind out a win if necessary, by hiding behind Mr Mime or fossil’s Haunter, Near the end game you can build up a Metwo by using Energy absorption multiple times, then using mr Fuji to shuffle them back in deck. Both Gastly and Mewtwo are also great help against Energy removal. Skill intensive, but one of my favourite decks in the format. - Tier 1-2 : Toxic Gas (Wigglytuff/Muk) a deck I’m currently playtesting. So far I’m really impressed with it. Muk shuts down most decks in the format that aren’t Haymaker or Do the Wave. Some of the other benefits of playing this particular Wigglytuff Variant is that it is a streamlined Mono-Grass deck. Meaning Scyther’s Swords dance comes up often. And in some cases you are even able to attack with Muk. Wigglytuff covers muk’s weakness, while Scyther covers Wigglytuffs weakness. You also won’t have to worry about Mr Mime nor any other abilty for that matter when Muk is on the field. - Rogue : Recharge. This one is just for fun. It is an actual Base set Raichu deck. It benefits from Promo Pikachu’s Recharge abilty allowing Raichu to use it’s Agility attack by turn 2, protecting itself a turn to eventually start using Thunder+ Defender+pluspower to finish of most of your opponent’s pokémon. A nice bonus is that Electabuzz also benefits from the effect of defender. It is very susceptible to energy removal and Fighting pokémon so ofcourse it will always be a Rogue deck. But it is cool to know you can at least play Pikachu and Raichu and be able to get the occasional win.
I can definitely see why Buzzapdos could belong in Tier 2 as you made alot of really solid points. I mainly had it in Rogue due to the experiences I had with it. I probably would've had it in Anti-Meta if it weren't for the fact that thematically it doesn't really make sense there as the only meta deck it dominates is Rain Dance. But again you made seriously valid points so I definitely understand where you're coming from! As for the Decks you suggested for the list; I honestly hadn't ever heard of/considered Curse or Recharge but they seem like really fun and cool ideas! The Wigglytuff/Muk deck on the otherhand IS something I thought about, but I figured Muk is often a tech choice that can be thrown in to pretty much any deck that isn't reliant on abilities, so I chose to left it out. Unfortunately I've just finished editing the next tierlist (Base-Rocket) otherwise I would've looked into those decks a bit more and maybe would've included them in the list. Nonetheless, I really appreciate your comment and insight!

I think wigglytuff+mankey should have an extra spot, i call this deck do the peek and it plays fire energy for a single moltres, in case you know all your price cards and need to discard problematic cards from your opponents topdeck. Anyways a great video, its nice to see more information about this gem of a format.
