You have a chance to pull him in adv. Summons and Faction summons.
That's how I pulled him. You just have to be patient and sooner or later you'll pull him, as he does have a pretty low pull rate.
If anything I'd recommend saving up adv. and faction tickets for 10 pulls, you'll have a better chance if you do.
