It's not just symbolic, it is quite literal. The third eye is located in between your eyebrows, slightly above them. It is not an eye you see the outside world with. The things you see only appear in that spot in your mind. And it is dormant until you meditate seriously, daily, for hours. Once you have located the spot to focus on, you meditate on that spot. In time you will see things in that spot. At first, what you are is extremely subtle and foggy but in time, with practice, discipline and patience it will go from 144p to 4K. The things you see are mostly random but at times they are more interesting... There are many types of meditation, I practice the Ohm mantra chanting (30min, 2x) and The Great Lock (30min, 4x). The Great lock is the most complex advanced form of meditation, it is the most powerful technique when you learn and master it.
There isn't really any rules of Ninja leaving the village and travel, but I supposed they at least has to notify the higher ups, and be of skill to handle themselves if they are going alone.
