Hello. Good question. You sure can! Check out Rodney East. He uses a lot of quartal chords to harmonize melodies. Often times, they are used to pass to major chords. My favorite thing to do is to use a quartal voicing over the 3, but the quartal chord is built off the 2nd scale degree to take me to the 4. Example, in the key of c major, my left hand plays E, and right hand plays D,G, and C. That chord can pass to the 4 in c major which would be f major.
One thing I've noticed about the contemporary gospel/neo soul way of playing passing chords on a parallel modal interchange (in this case A minor to A major) is that the bass MUST make a chromatic walk to the destination bass note. Is this a rule? I ask because I hear it all the time.
I wouldn't say that it is a RULE. Rather, chromatic movements or half steps can make for smooth transitions and in many cases tone leading. It is just pleasing to the ear!
