the tip about the semester ticket -> in many cities u WILL need a public transportation ticket even if u live near the university. for example in my hometown ( I am currently also studying here) Hamburg a semester ticket is needed for most activities ( with friends or even often for shopping etc.) and buying just daily tickets will be more expensive

Average monthly cost of living?
I saved money in a different way. 1. Buy material from chip shop like ALDI, Woolworth etc. 2. I bought good articles from Zweite Hand. 3. Bought several books from the footpath. I could run my expenditure within 400-450 DM at that time.

For living / working / actually moving there - no. A big part of Germans do speak english, but daily life, administration, working situation etc are mostly german.
