The group signed with Jive Records in 1991 after R. Kelly met the members from Public Announcement and auditioned them to be his back up singers and dancers. The group was originally R. Kelly backed up by Earl Robinson, Andre Boykins, & Ricky Webster. R. Kelly & Public Announcement released their collaboration album, Born into the 90's in January 1992. One of the last albums to be released during the new jack swing period of the early 1990s, the album included the hits "She's Got That Vibe", "Honey Love", "Dedicated", and "Slow Dance (Hey Mr. DJ)" all of which was led by Kelly, eventually leading to the album reaching a million copies domestically and going platinum. (Overall, "Honey Love" and "Slow Dance (Hey Mr. DJ)" were the only two hits to reach #1 on the R&B chart during Public Announcement's tenure.) The group was billed as R. Kelly and Public Announcement essentially making the group backup members for Kelly rather than a cohesive unit. After a successful tour ended in 1993, Kelly parted ways with Public Announcement to begin a solo career, The group suddenly left the music industry after his departure. Public Announcement brought in a new member Big Mel. With Earl, Rick, Andre, & Mel the group signed with Atlantic Records. They released a single Take Advantage Of Me but an album never materialized and Andre, Rick, & Big Mel left the group. Boykins & Big Mel worked on music together & individual careers. Boykins also continues to work closely with R. Kelly. According to his Myspace page, Boykins is currently a songwriter and producer at the Chocolate Factory studio in Chicago, he often tours with Kelly, and has been featured in many of Kelly's videos such as "I Wish", "When a Woman's Fed Up", and "Contagious" by The Isley Brothers to name a few.
Original member Earl Robinson recruited Chicago natives Feloney Davis, Glenn Wright, and Euclid Gray as new members of Public Announcement in 1996 & Davis took over as the lead singer. In 1997 they eventually scored a record deal with A&M Records and started working on their sophomore and solo debut album All Work, No Play. In 1998, they scored their first and only top five hit without Kelly, named Body Bumpin (Yippie-Yi-Yo) released on February 3,
1998, which peaked at #5 Pop and #4 R&B. This album featured Feloney Davis taking over the lead vocals. Though having only one single hitting the Billboard charts, the album was a top twenty success on the R&B/Hip-Hop charts. After only a few years of being signed, they were dropped again.

Sparkle did background vocals for Aaliyah's debut album and is credited on practically all of the songs. She was also a teenager at the time. She said she knew Robert since 89' when she was 14
Another girl that also worked on that album as a rapper, Tia Hawkins, sued the label because she said RKelly picked her up (in 1991) from school (his old HS) and had a sexual relationship with her when she was 15. She later went on to work on that album with Aaliyah.
Javonte, the backup singer from the documentary said that basically it was a bunch of kids working in the studio with Aaliyah....I would be truly surprised if Robert wasnt having sex with Sparkle at that time too.
Sparkle knew Tia and Javonte. And has talked about the group, 2nd Chapter in a few interviews now. I think he was messing with all of those kids.

None of the people involved thought that it might be time to let that go & come up with something new? Chuck Deuces Well there’s two reasons why a group wouldn’t want to change the original name, not that I’m arguing that they shouldn’t. 1, is not only the association with R Kelly but 2, the groups song catalog. Do you know how many versions of the Four Tops there were, The Temps, the Four Seasons? The soul reason to keep the name is so that they wont have to start from the bottom not only with nightclubs but fans. It would almost be like going back to the drawing board. Example, the groups new name is The Men, the public don’t know The Men gonna perform Rock Your Body and neither would a booking club. A club would also treat them like a new group, make them go on first, limit their performing time and pay less. So it sounds easy but remember Tina Turner in her movie, she asked the judge to let her just keep her name, that stage name means everything ya’ll, everything.

A friend of mine that is an Executive Producer for a movie currently being filmed in Dallas, TX reached out to the 2 orig members of Public Announcement Giant and Rick. She advised them she would like to help them get their "My Story" documentary out asap and gave her phone number and other contact info. Rick replied back to her and seemed excited and gave her his number so she can call him. Ninja why would she called you when you are the one that needs the help. If they were already financially in a place to complete the documentary, I'm sure it would already be out by now while the wave is still hot for them to keep their name in the public eye. Some folks you just can't help.
Feloney told me that the original group never could benefit commercially after r Kelly left that’s why the group broke up cause they were just back up dancers and not singers with talent. That’s why earl Robinson went and found another lead singer to take over the group. But the new public announce is double platinum recording artists and had a few hits without r Kelly. Feloney wants y’all to know the difference in between the two

you on it girl! great job :)....Now maybe its just me but why is the world acting so shocked that he likes young girls ? like its never been done.... Im not saying its ok... but its not abnormal .... I know as African Americans due to our cultural upbringings we sometimes normalize things other races probably wouldn't. but at the end of the day we all have been or is close to someone who has dated or slept with someone older than them...all throughout my high school years ,girls including myself were being picked up by guys who damn sure wasn't our biological daddys! for whatever the reason ...he may have a car ...he may have a lil money... can buy me lunch ,or sneakers get my hair done.. like come on y'all now we all just so perfect and innocent and aint never done shit that we know we were wrong for??? like really this is what I mean by some people have to hold themselves accountable and sit back and reflect on things that could have went different on their own part...we can stone r.kelly and point fingers and complain about all he did wrong and how much of a monster he is but somebody/a number of people is responsible for this creation...Im not justifying the abuse and manipulation because wrong is wrong and none of these women deserved to be treated the ways they are claiming to have been treated period!..but for some reason I feel like r,kelly knows something is wrong but when the world is so cruel and quick to judge how will he ever take the steps towards healing when people aint gonna do shit but make a mockery out of him.I literally pray for all the women and him. so many pieces to this puzzle its sad! and as I stated before people are only going to tell whats relative to him being a monster and whats conducive to him being punished...
