If you restart from save, you can respawn enemies in case you do not find the parts you're looking for or if you need multiple parts from an enemy.

It doesn't matter because you still get the skill point even when you're below the max level. As in, if you level up when you complete a side quest, you'll get 2 skill points.

This is not quite accurate anymore. You craft the same amount of arrows no matter how many you have. Any excess is sent to your stash. You can keep earning Skill Points awarded by completing quests! Aloy just won't get more health from leveling up.
NG+ didn’t come until a later patch with HZD, and it seems like it will be the case here too.

You can have 'pride' face paint too. The machines then attack you less so you don't get offended.
