Spectrum: The Path Ahead

Given that it is a finite resource, it is critical to understand what spectrum will be needed, for what purpose, and in what range, so that what is often years of planning can get underway to ensure spectrum availability meets demand. Between the National Spectrum Strategy and service provider reluctance to invest in more spectrum with uncertain returns, are we on the verge of seeing brand new approaches to licensing, sharing and allocating spectrum?
