It's all about that "one-drop" rule which says if you have one drop of black blood, you're considered black. But I've also heard of some instances in which some Latin Americans apply the "one-drop" rule for "white" blood, instead. So they can be as dark as anything, but they still consider themselves white if one of their ancerstors here. Color is confusing, for sure.
You should see my niece. Blonde hair and blue eyes. You should see my grandfather he looks like Saddam but hes mostly African American. Africa is the most genetically diverse place on the planet and not to mention there are more shades of black than any other "race" on the planet.
Of course everyone in those countries are not of African descent but a lot are just like here in America. The ones you see with the darker complexions like in Haiti, The Dominican Republic, Cuba, Puerto Rico, Jamaica, and Brazil just to name a few do have African blood. Even some of the lighter skinned ones. Because of slavery a lot of us over here in the Western Hemisphere are of African descent. Peace.
