I moved Kuriboh into my Chaos Turbo list after seeing a lot of success with it in my Dark Necrofear deck! Players will poke with tomato and keep Sorc in def, eventually realize they need to attack with everything to game through Kuriboh and BOOM mirror force 😎
You know, I never thought of this guy as a serious card, but a hand trap that's able to counter some damage and fuel chaos while also giving you the option of a Metamorphosis target for a Restrict is pretty nutzo, and we all know chaos tends to play the long game and values its LP dearly. I don't play much dedicated chaos in GOAT, but having this guy for unique support that's different from the rest of the stock makes me wanna throw together a dedicated chaos list. This guy really is kinda legit. Also, the only card I could find in GOAT that counters Kuriboh is Divine Wrath, but unless they're going for game, your opponent isn't wasting a Wrath on a Kuriboh.
Kuriboh is at the very least an excellent side deck card, especially for any deck that plays Sangan. Switch that in whenever you're playing against Cyber Stein or an OTK deck like you said haha. This past weekend at a local Goat tournament, I was playing a Stein Gate deck and my opponent sided in two Kuriboh and 3 Spell Canceler (I guess he was really worried about that particular matchup)...I got extremely lucky that I managed to OTK him (Gatling Dragon + 2x Limiter Removal) on turn 2 in game 2 to seal that match up, because he had a Spell Canceler in hand and his next top deck was Kuriboh.
As a Reasoning Gate player, I wanna say Kuriboh is a very solid option against RG. Many times I'd summon Jinzo in the first few turns, as opponents typically choose 4 or 8 off of Reasoning, making Wabaku's/Saku's worthless. RG plays nothing that stops Kuriboh though. So although it seems weaker on the surface, for all the reasons listed by Sam, it is good.
