As for why there were no Romanian names even though the flag was there, I think the names are listed on another display, they simply have 4 flags on each one but since some countries had hundreds of athletes and others maybe 10 at most, they had to do it that way. You can see at 3:27 that they list the Moroccan athletes but there is no flag of that country.
