Sheldon‘s character has to be the most irritating in television history
It wasn't until recently I realized in all those awkward Sheldon-can't-drive-and-there's-no-one-to-drive-him moments, it never dawned on anyone, including Sheldon himself, to call a cab (or an Uber, in more recent days). What's up with that?!
It doesn't fit the story line. It's about on of them driving him and the story doesn't exist if he takes Uber. It's as simple as that.
Probably Sheldon has a story about a terrible encounter with a taxi driver which prevents him from ever riding in one again.
In a later much later episode, Sheldon texts Leonard to drive him somewhere and Penny had read a parenting book so she suggested Leonard give him a choice between calling Uber or waiting two hours for Leonard to take him. He chose Uber.

Installing seatbelts in all the busses would cost a lot of money. It's ALWAYS about the money!
well, I can say, in Sweden city buses don't have seat belts (people will often not use it anyway for a short ride), but regional buses have them. In Denmark even a bus driver in city bus doesn't have a seat belt - maybe bus companies think that the driver will be more cautious without it ))
