It's a costume for your avatar. It's part of the TMNT crossover event and can only be used in either World Tour Mode or the Battle Hub.

@@OmegaPrimusI agree I will only be getting the Yor Forger Costume with no intention to get Loid Forger Costume as My Avatar is a Female so it pointless for me to get Loid Forger Costume for My Avatar.
