Thermal throttling is the reason your 13900 didn't run as fast as the K version. I'm pretty sure because of high temperatures, the 13900 in that tiny case with likely inadequate cooling meant it had to slow clock speeds down faster to the default TDP of 65W. A better cooling solution would likely increase those numbers.
