- 12-year-old Jaylen Richard’s life was cut short on the streets of Baltimore City. His family says he was on house arrest for theft charges, but they say it’s all because he was hanging out with the wrong crowd.
“They were still dragging my baby through the streets because they knew he couldn’t be charged,” his mother said.

Maryland just legalized recreational use for marijuana and it won't make a difference regarding violent crime. That was their golden ticket to keep making profits. It's in their culture to poison their own community with fentanyl and other illicit drugs. It's also their culture to commit violent acts upon their neighbors and keep that cycle of criminal acts going. They are hopeless. You don't see many of these drug dealers moving out to better opportunities. They are addicted to that criminal element.

I have family members who I watched rip apart mens lives and terrorize them just so they could put them on child support, get them locked up, and get a town house in the county. Always know who your kids are hanging with and where there at. Easier to track a kid today than it ever was. Be a parent set down some rules.

Indy is crazy. 8 shot Friday with 3 being juvies killed. The business I work for sometimes works in Indy, and we make sure to have our tanks full and bring our lunch. Almost every time you go to a store, there is always somebody asking for a cigarette or a dollar. No shame and no accountability. Plus, 6 out of 8 on our crew carry their weapons.
Guns are too easily available, especially for people who are most likely to use them for criminal activity. After living outside the US for a while, it's frightening to see the level of gun violence happening in a first-world country. Too many reforms would have to occur for the problem to quickly be resolved, but there needs to be some incentive to help the people in these areas prioritize education, discipline, and respect for the law.

We are all waiting patiently for the courts to prosecute the mother of the 6 yr old in Virginia who shot his teacher, the mother who's 6 year old brought the gun to school in Philadelphia, and the mom in Ohio who's son brought a gun to school. Once the cases are prosecuted and the parents are put behind bars we will have precedence. And then if your child commits a crime you will be charged with felony child neglect.

They need to pass a law so that anytime a child pulls a trigger of a gun they find in the home, the parents or who ever brought the gun into the house, gets charged with the same crime as if they pulled the trigger. I think not only adding parental accountability but adding parental rights needs to happen. In my state a Mom and Dad can see their child needs counseling for anger management and the child can refuse treatment. What does a parent do when they need outside resources to help a child effect change? A parent can't use any form of corporal discipline, detain them at home (in the old days it was called restriction), insist on counseling or rehab. With so many kids without fathers parents need help because like it or not children need fathers.

I have been working with at risk youth for the last 15 plus years in the city AND county. BOTH BALTIMORE CITY AND COUNTY BEEN HAD A GANG PROBLEM! I saw the uptick in 2004-2005 when I was working in a juvenile correctional facility in Baltimore. I said things were only gonna get worse in the city if someone didn’t do something BACK then 😕

As someone who rip and ran the streets as a teen up into my late twenties, I used to see “recruitment” everyday. Those babies don’t know any better and a lot of parents don’t pay attention to their kids long enough to know what’s really happening. It's a hard task to turn them away from that which they wish to become. I know because I was one of those kids. It takes greater resources, manpower and TIME, than what's available to these kids. The only people's TIME that's OBLIGATED to them is their own parents, who barely have that in between trying to make ends meet to provide or overcome their own consequences from past bad decisions.

If your 12, and out past 8:00pm you should be taken to child protective as the parent is being neglectful. All parents need to know where there children are at all times. Efforts should be made to tap into their skills and talents. We all have them. Give them something constructive to do. Rec centers should be open 7 days a week with constructive activities. Develop internships, job training , independent living skills hard skills like resume writing, how to find a job and soft skills that teach conflict resolution, anger management. Also aggresively addressing mental health which is often overlooked. You will be surprised, some of these children might benefit.
