On this one, I would be leaning a little more on the forgiving side, but with conditions. Military wives cheat, period. These were all pre-marriage, she confessed, and has been honorable since. She is willing to make some very large concessions, and IF he gets remarried, how does he know he won't get another cheater? At least this woman confessed, which shows heavy remorse and a desire to prove herself. The most important thing is she is a little weak willed, but she recognizes it, which means she probably won't do it ever again.
Some people based on their family dynamics and nurturing are just born cheaters and liars. This woman sounds like one such person--and this man talking about confessing your sins to me is just a wast of time. We always want to know why the offending person did what they did--most the time they don't even know why they can look you in the face daily knowing they are lying. And guess what, if she wasn't caught would still be going. The letter to Tony is just him trying to rationalize getting kicked in the balls more and still find a reason to return to his happy family. When a tornado hit your house, you have to go build another house and stop trying to rationalize why you're going to rebuild when all you have left is a torn up roof.

I want to give you some advice you say she has been the perfect wife since you found out about the affairs. I understand the mistrust you have but think about the kids and how it might affect them if you love her try counseling but if she is on the straight and narrow now that is all you can ask for. Me personally she came out to tell the truth because it was eating her inside. Sometimes it's the most dangerous thing to hear other people's opinions because people don't listen well and a lot of them will give there opinions based off there pathetic lives. Listen you know your wife and she was willing and passed the test, you also said what she was looking for at a young age.
