Our corrupt politicians don't want a thriving economy because there won't be enough uneducated people that they can fool.
Our selfish businessmen don't want a thriving economy because people will want better quality and quality means spending more.

power generation is ok to privatize, but power distribution should be controlled by the government. The franchise of Meralco would end on 2028, the government should not renew the franchise and beginning the transition to take control back to the government. Same goes for NGCP.

Unfortunately, the public service act which dated back since the 1920s Commonwealth era mandated that the power sector is the other way around. The power generation is by government while the distribution is by private sector. Maybe this law was done during the American era to benefit the American businesses in the Philippines who had involved in power distribution business, like the Meralco until this company was transferred to Lopez family before the Parity Rights expiration im 1970s. Only during Duterte government that the public sector law was amended for the first time since 1920s.

ikamamatay kasi ni Monsod kapag nagprosper ang Pinas under PBBM. Masaktan pride niya. Once ma ammend iyang economic provisions, lilikha iyan ng sandamukal na trabaho, not just jobs but high paying. Dadami macocollect na Corporate taxes and Local Taxes. While it is true na may corruption, but it is not enough to shy away ang mga foreign investors. They've been to different countries and have talked to different investors. We have to support and show our nod to amending the Economic Provisions. These are the reasons why we need to have fresh money to invest in PH to build this infrastructure issues.

Politicians like to ignore the FDI restrictiveness index study, because 1. They don't know how to deal with it, given also they could be part of the cause, 2. People will see that it is a reflection of how bad our politicians "manage" the economy.
If you are an investor, would you put your money in a kleptocratic nation? When an investor does a SWOT study for a location between SEA countries, political stability, environment or infra, cost/benefit analysis, etc., will always be factors. Due diligence based on evidence, facts, the truth.

ikamamatay kasi ni Monsod kapag nagprosper ang Pinas under PBBM.

Stability in a political system is the key to exonomic progress .
The Philippines has been run by a system that creates armed and political opposition.
The economic provision of the constitution is in place .
It might need a carefull and lengthy study to amend it .
As of the current status , its not wven a priority .
Root out corruption by transparency ! obvious transparency ! revise the political system at least to a 2 party system . Simple !

I disagree with former NEDA Sec. Monsod, it’s true China was very restricted foreign policy but when they open-up to foreign all big business and corporations such as Apple, Microsoft, etc went there and then boom they almost takeover US in terms of economic growth. Why not study our economic history, from 1986 up to present, ask why our economy has been not improving since then, even though encouraging foreign investment to come. 38yrs trying with 1987 constitution was not working.

I am not a fan of Secretary Winnie. But, she raises very good and enlightening points. Yun nga eh, we cannot operate on trust alone. Remember, many of them promise a lot of things, there must be some kind of contract na they will not change provisions in the constitution that are not towards the interest of the people and right now, majority do not like to be railroaded to supporting something we don't completely understand. Economic provisions, ok yes but we all know, powers that be not contented with economic provisions alone. Tapos wala man lang snabi ano ang papalitan. Like, how?

@@danielsalvacion7087 profit is the number 1 driver for investment, not ownership, not control. Profit can be obtained through advances/loans, royalties, provision of services, other long term contracts, not only through ownership. But you can never get profit when the government that you're dealing with is so dishonest, so corrupt, so unstable, so fickle. In the end, its not ownership but investment climate. Hence, these proposed constitutional amendments are an utter waste of time and taxpayers' money. Very poor excuse for opening amendments to a constitution. Only shows the real intent behind them

I don't care kung ano sabihin nyo kay Bong bong, or AKA Boy Cocaine, pati sa mga congressmen na mga buwaya. We have to support and show our nod to amending the Economic Provisions. Sulong Pilipinas. Yes to amendment of Economic Provisions only.

Opening to foreign investment should involved the ff. :
    1. Supply and availability of cheap electrical power needed to ran the factories of industries and manufacturing firms.
    2. Tax holidays and incentives on new investors including no import tax on machineries coming into the country.
    3. Reduce requirements to minimum in the processing of permits and other pertinent papers.
    4. Check and eliminate delays and red tape on all government transactions.
    5. Lastly and most importantly is the cutting and control of CORRUPTION in GOVERNMENT.. .
The above are main ingredients in attracting foreign investments into the country..
However, CORRUPTION IN GOVERNMENT is the main evil why the Philippines didn't progress as a country. It is also due to GOVERNMENT CORRUPTION that we earned the title of "THE SICK MAN IN ASIA"

Monsod for me is not the right person to be ask as far as economic concern. The reason why is that if am not mistaken is his husband is one of the framer of that 1987 constitution so the bias is there.

Is it also bias and highly doubtful when the son of a dictator is promoting changing the constitution?

I absolutely agree w/ you, Prof. Winnie Monsod. It is NOT the Constitution that causes the Phil. Economy to lag behind. It is the corruption, lack of good governance, inadequate & high cost of energy (electricity), poor communication network (slow internet connection), low index in law & order, etc. etc.
I hope that the Senators will gain insights & a deeper perspective on this interview of Economics Prof. Winnie Monsod.

ikamamatay kasi ni Monsod kapag nagprosper ang Pinas under PBBM. I'm not condoning corruption, but clearly it's not the only or perhaps main, issue. We have to support and show our nod to amending the Economic Provisions.
