In my opinion, the Foot Clan shares similar traits with these other fictional evil organizations from different media: - The Hand. (Marvel's Daredevil) - The League of Assassins. (Batman) - HYDRA. (DuckTales) - Wilson Fisk's Cartel. (Marvel's Daredevil) - Tobias Whale's Syndicate. (DC's Black Lightning) - The Court of Owls. (Batman) - The Umbrella Corporation. (Resident Evil) - H.I.V.E. (ARROW, Season 4) - COBRA. (G.I. Joe)
I don’t think the 2003 foot clan was founded by the tengu shredder., there’s no reference to this in his backstory and his opponents were the first people who ever learned ninjitsu. More likely it was the ultrom shredder.

I recently made a video about that (the one about Tiger Claw). There is only one foot clan in the end, and Karai leads it (after Kavaxas). The way I see it, Tiger Claw stopped being the leader of the clan when Shredder came back, and he probably quit after agreeing to a truce. However, the clan wouldn't agree with a truce if the person deciding was leaving. So it is safe to assume that Karai had power already. And if you continue watching the show after that, you can see that she is the one in charge of the clan. Unless it was somewhere stated that the Foot clan that appeared after the Kavaxas story wasn't really the Foot clan. But as far as I could research this thing, it is Karai's Foot clan in the final arcs.

The robotic version of the Foot are so adaptive they pretty much seem sentient. TMNT are sort of assassins even in the kid-friendly continuity.
