If you pick up a lot of eyeshadow and apply it in blending motions from the get go, its gonna fall on your cheeks. Id be surprrised if any shadow doesnt do that, though perhaps more hard pressed shadows like the ones from Mac and Juvias Place would allow you to do this as they dont release as much powder when you swirl your brush in the pan.
