    Is the tenor light set because they took a lot of time to stand it

      Not that I recall. You have to remember, with closed hand stroke call change ringing, the bells are rung "lower" than they would be normally, so the bells essentially have to be rung up at the end of the peal in order to set them. The conductor will usually say "upwards" before "stand" at the end.
