Here's my opinion about Jynx after revisiting her design. It's not actually a racist depiction of a black woman but more actually a kogal. Look up what a stereotypical animé kogal looks like, then look at Jynx. What gave it away is Jynx's hair color. If this was a black woman, Jynx's hair would've been brown or black, not blonde. Kogals goes against what a typical Japanese woman looks like by tanning their skin and "dyeing their hair".

It's actually short for Kogyaru), but Kogal is more of a schoolgirl aesthetic, they do the dyed hair, but Tanning is not really a Kogal thing. I think you're mixing up Kogal with Ganguro and it's related types, Manba and Yamanba. It's understandable confusion, most people think Gyarus all have some kind of tanning complex. Only reason I know this stuff is because I've made a singular character who has some Gyaru Traits.

Censorship and banning episodes is really dumb but it was understandable why movies and TV episodes were temporarily put on hold or changed after the September 11th attacks. Everyone at the time was pretty shell shocked and it didn't help the tragedy was media porn. I remember watching the attacks with my fellow college classmates and we all went through mental trauma seeing people jump to their deaths rather than being burned alive.
