Yes, this is just the middle, and it's not quite as meaningful without the final chapter with the suicide jumper scene.
Actually, there's an old movie, made around the same time as Pilgrim's Progress (the one with Liam Neeson) with the same name and a similar plot. Good movie. And it can be found right here on TH-cam.
My guess is that T.C. Christensen asked the owner of "Hard-To-Find Mormon Videos" on TH-cam to take down the full-length youtube version of "The Touch of a Masters Hand." After all, he, Mr. Christensen, made this film. My institute teacher shared the full version in our class one time back in September of 2017 and I found it online at "Hard-To-Find Mormon Videos", but the video is no longer there. I too remember the plot and how the suicidal man chose not to jump off the bridge because of the touch of a Master's hand (Angel or righteous human or God? It's not really clear who touched his shoulder, but it was clearly a Master with priesthood power.

I thank you for sending that link to the full version. There was only one problem with it. It is kind of like you sending me a $100 bill (the original version), but when I looked at it closer I found that it was counterfeit. I don't understand why the music at the beginning is placed over the dialogue. I don't want the music. I was hoping for the spoken version. If it was the music I was seeking then the other version would have sufficed. Does this version come with the spoken dialogue or is that now a thing of the past?

It’s such a shame that for some reason someone decided to shorten this down to two minutes and take out many of the best scenes. I won’t even watch the other ‘Touch of the Master’s hand’. it’s a waste of time, a very amateur attempt at replicating the masterpiece!
