I think Piccolo was decently relevant in Dragon Ball Super. He had some fights in Resurrection F and the Tournament of Power, and the bulk of Super Hero was about him. I hope he continues this upward trajectory.
Uncle Piccolo became my favorite character due to Z. His whole, "Imma toral legend whos destined rule the world" Shtick dies real quick when he accidentally adopts a practically orphaned saiyan softy and has his feels made weepy. It's frankly my favorite arc. Then, there's the whole "Japan is hillariously bad at relating to Africans" trope in Namek, and Namkians and Piccolo returning to his roots to reconnect with his ancestory literally fuse with his most archetypal brother then, later, his elders. Becoming a ranked and recognized (g)od. Dude, I swear, every villian in DBZ just secretly wanted a family. They did him dirty with the poor power scaling. It should have been Gokukarot, King 'Geeta, and Swagmaster Piccolo in that order but all kind of in the ball park. Of influence and potential. But let's be real, they did everyone dirty with the powerscaling. When we were teens and tweens all we cared about was seeing the monkey man brutalize WWE Smackdown Rejects in anime tights. Funny it always come back to Buu. Buu is my boo. Dudes an absolute menace and show wrecker who ruined everyone in like, every way possible including in the meta lore. Lol.
Piccolo couldnt make the dragon balls because hes from the warrior clan. Kami is from the dragon clan and since he let piccolo maintain his body during the fusion i dont think piccolo can aquire the same abilities kami had.
I never watched DB, only DBZ and even there I saw Piccolo go from 'important' to 'impotent' real fast. F.
