this was discussed in a recent interview with Freddie Roach in Skip and Shannon youtube channel. Roach said Manny wanted to stop the fight after 4th round because of right shoulder pain.

Instead he opts for the lesser regulated testing by USDA. However, USDA was well aware of Manny's past steroid use and this is why they denied him the injection. Yes, it was a pain killer (numbs) and that would of given any fighter an advantage.
Also, Floyd has had five hand operations and once fought with a broken hand. Winners win and losers make excuses...which is evident after these few weeks.
After the commission caught on to him (6 years ago) he stopped. And what happened in those 6 years...? Knockouts and loses since then...

When Pacquiao's team claimed that he had torn rotator cuff coming into the fight, my mind went straight to the moment when Pacquaio exited the bus with his child in one arm and the other raising his hand to the crowd. If he had a serious injury like that, he wouldn't be risking further damage and pain by doing that. That moment is incredibly suspect to me. At the end of the day, respect to both Mayweather and Pacquiao for giving us the fight even if it was later than the fans deserved.

If Pacman had a legit injury, then why did he not claim it before the fight when they were singing the papers that explicitly asked them if they had any injuries that would be of concern. Plus, for a torn shoulder, he was throwing punches pretty hard and fast all night, he just couldn't match Floyd's skill. Just give Floyd credit where it's due, he has beaten everyone put in front of him with ease. Pacman got schooled, end of story.
