up to at least 60 mph in a level flight burst is reasonable max, given even starlings cruise at 50mph. but i think sparrowhawks can go much faster using gravity. they often stoop like a peregrine, so speeds of 150 mph could be achieved at times. they are much lighter so cannot go as fast. normally, a hunting hawk will be cruising on a stealthy glide about 30mph. where hawks excel is acceleration off the mark. 0-30 mph in less than a second? like leopards, they can sort of teleport. ive seen a sparrowhawk accelerate instantly upwards from a standstill like a jack in the box to ambush an incoming starling. something a peregrine cannot do
