Your code for images is okay, with images in /static. If you want them sized smaller, or in a row of two or three, it would be necessary to tweak Hugo a little. For fastest loading in the browser, it is best to just edit the images, scaling them to the proper size.
Stick with Debian, it's open-source, and nearly every mainstream distro is based on Debian at the core. Fedora is fine however it's influenced by Red Hat and they make pretty drastic changes to their products from time to time and if you get into containerization they want you to use Podman (their software) not Docker, again this is fine however we're talking about corporate America so you never know what they'll do...😀
