Yes, Tornado Outbreak is still available for purchase, though you may have trouble finding it in retail stores. Prices are better on Amazon anyway, so I recommend checking there if you're interested in buying the game.

@fireblast775 While the game puts you in the role of a moving natural disaster, the game's tone and art style is very light-hearted. Your character never /kills/ anything, but it does destroy buildings. Tornado Outbreak does share Katamari Damacy's "run into things to grow bigger so you can run into bigger things" gameplay, but the presentation and controls are quite different.
