Just find a heat proof plate to put over the pudding bowl that is slightly larger in diameter than the bowl, use a glass pyrex plate or something decent that won't crack, like Noritake. Put the plate on with the base of the plate hanging into the bowl, it'll sit bettter. It'll seal better than tin foil and grease proof paper and string - which is a bit 1950s grandma.
I would assume it's a simmer, the same as you would if you were steaming veggies. Just top up tje water with boiling water from.the kettle as it simmers away so it doesn't run out.
That’s boiling a pudding, not steaming it. Nobody seems to have a pudding steamer these days. I have my gran’s old one - it’s a deep aluminium pan with circular perforations in the bottom. The base tapers so the steamer can be fitted into saucpeans of different diameters. It’s far easier because you don’t have to top up as often nor try to aim water from the kettle between the pudding basin and the side of the pan as you have to when you’re boiling a pudding.
I don't know if I agree but I am puzzled as to why the water should come half way up the side. I have a 3-Tier ubiquitous Electric Steamer which I would only have to go back to on half hourly intervals which I would prefer to use. I have seen another Vid using the Fan Shaped insert type steamer and it said for that not to let the water come in contact with the pudding bowl otherwise it would be boiled which supports your opinion. I may try a small version in my Steamer thingy and see.
Great video but the crap background music a major distraction trying to talk over it. I lost any interest. you need one or the other not music and talking at the same time not a good mix

If you’re making a steamed pudding you’re already as “1950s grandma” as you can get, whatever you’re covering it with.
Make sure it is PYREX and not Pyrex, though. The all caps is heatproof. The lower case is not
