Excellent comparison, but I think one thing is missing, B-17 has only two blocks A & B which are under CDA and C,D,E and F blocks are under RDA. SO it is not a whole CDA sector, Just society is using the name of CDA for C,D,E, and F blocks

It depends on you personal priority overall but if you're asking specifically from water perspective, B block is good.
