One could make the argument no advantage was gained by going out of the lane and she did not impede the runner in lane #2. This is usually called on runners going around a curve, but is often not called on a straightaway.
The punch is easier to execute for a tiring runner because the torso just twists rather than leaning the entire upper body bearing in mind the head is quite heavy and difficult to control.
