When localizing a game you DO have to change the code. Just the different number of characters on different alphabets cause you to move dialog around because the dialogs change in length. There are also things like local time and date formats, names or words that need to be changed, backgrounds that need to be changed to make sense (like removing kanji and replace it with roman symbols) or just hardware incompatibility that limits things like the max number of sprites onscreen or incompatible color palettes. Localizing is hard work and is not just translating stuff.
Just get a team of 8,192 people together, and there is a reasonably good chance that one of them will get it. I would be inclined to think that someone has received the shiny Jirachi based simply on the number of people who would have played the game, but yeah, I doubt anyone has deliberately shiny hunted it.
So it would take like 8 years of shiny hunting nonstop to get that jiraichi if it was within odds. That would have to be the longest shiny hunt on record.
I do have an Australian version of pokemon channel and I am 43 hours and 8 resets into the jirachi hunt so if I maintain 2 hours of sleep 5 hours of school and 7 hours of work I can do 3 resets per day and that will take me 8 years 4 months to compete the shint hunt, wish me luck bois

My theory is that diglett has little roots/tentacles of sorts that pierce through ground and pull it forward, and it takes a chunk of earth with it when pulled out because of this.

the jirachi actually isn't at the lowest odds in gen 3! 1/8192 is the standard full odds in gen 3, but due to a quirk in the programming, certain letters of Unown in FRLG have lower odds, up to 1/18432 depending on your trainer ID and secret ID!

imo a legit shiny manaphy is still rarer, mainly because all you need for the jirachi is a crap ton of free time, and one copy of ruby/sapphire and pokemon channel... For manaphy, however, you can only get 1...SINGLE egg per game cartridge. Which means you ahve to beat pokemon ranger (a factory fresh copy, never pre-owned), transfer the egg to My Pokemon Ranch on the Wii, then transfer into Diamond/Pearl, hatch...not a shiny? welp, time to go back to gamestop and purchase ANOTHER factory fresh copy of Ranger and rebeat that game and repeat the steps. Might not necessarily take longer, but it's gonna be WAY more expensive irl.

Now now. This isn't as impossible as you think. All we have to do is gather 8192 people together to play Pokemon Emerald and Channel. Most pokemon fans like Emerald so I'm sure they wouldn't mind replaying. And who's to say they've even gotten a Jirachi on their probably finished save file. Of course we'd have to make sure those save files are on real Gameboy Advances. But after that all we have to do then is play 4 hours of Channel and SURELY one of those people are bound to get the shiny. After that... I don't know I guess a death battle for who gets it
With Manaphy's egg, though, all you need is 1 at the bare minimum, and you can trade it between different save files until a Shiny appears. You can't hunt the Jirachi in the same way
