Are there any PDF "editors"--that will actually allow EDITING of a PDF document? The ones that I've seen will NOT allow editing of my form. The "EDIT" function is more or less decoration to fill up blank space in the menu. (I want to move TEXT and FIELDS around on my form. I know, NO ONE has EVER had to do something like this before, right? Call me a trailblazer! LOL)

You can create PDFs in many ways. I scan directly from my phone to pdf. If you are looking at making it editable Adobe Acrobat Pro is great, Word online can open the document. You need an app that has OCR.
I found a way to do it. open it in chrome or something and hit ctrl p and for the destination choose "Save as pdf" and choose the pages you want to save

Adobe Express let me edit the pdf however when I downloaded and reopened the changes were gone - didnt work

I can't seem to get this to edit text like you do here. the program just seems to see the doc as a series of image files to be moved around.
When I try to copy from Libreoffice Draw to paste in Libreoffice Text, it comes out as gibberish. Any suggestions are appreciated.

I need to split a big 5 thousand page pdf into 5 different pdf files. every one I try tells me to split it into 1500 pages before trying but I cant
