As someone who doesn't know a ton about fighting sports like this, I though the guy declining the handshake was just being a douche, but upon reading comments and seeing what the issue is, I get that he was frustrated that another professional in his field wasn't being very professional
The refusal of the handshake is the most controlled anger I have seen in a while. He could have done so much more, even refused the fight. But he chose that not shaking hands was going to be his statement. It's also not a requirement to touch gloves before a fight begins.

These guys go up and down weight class all the time. Even for normal people, our weight changes -+ 4lbs. Weight in the same day as the fight doesn't work either since if a fighter fails weight then what happens to the fans who bought tickets. The best suggestions that I have seen so far are the weight rebound rule, after weight in fighters are only allowed to gain X number lbs to prevent extreme weight cut.

They probably don’t enforce fighting at your actual weight so fighters can jump around and fight in different divisions so the sport has more going on
