why do the leader packs always have low rarity cards? thx!

If the pack has a common leader it doesn’t have the chance of pulling a SR or alt art. That is how Bandai made these booster boxes. If there is a leader at the very back of the pack it will be an alternate art leader which is a guarantee hit.
