Could Ordon Village and Outset Island be the same place?

Recently, I was wondering about a certain theory: Like the title says, I was wondering if Ordon Village and Outset Island could be the same place.
Hyrule Encyclopedia already mentions this theory on page 59, so the connection itself isn’t a new idea - however, with this video, I want to expand on it, if possible.
