No, it is painting gel (a lot more concentrated than normal gel polish)! I use a brand called DGEL (from Sweetie Nail Supply) for most of my painting gels~
A non-wipe thick gel should help. It is still tricky to use since it's on the thicker side but it can help practice before shelling out on the more expensive JinB.
