Don´t think it is actual footage(at least from the 1st Sino-Japanese war itself), the uniform and helmet more resembles something from 1920s onward. It is more likely a movie

The Japanese Arisaka rifles and US Springfields were both based off Mauser's design. The Japanese were much more wedded to the long rifle and bayonet fighting than Western countries, and while bayonet charges did work in the Russo-Japanese War they usually just produced heavy Japanese casualties in WW2.
