Got pulled behind the scale in KS once in a new truck with no tags yet (Iowa). 3 driver were doing exactly what you said. I walked up with my binder. He asked for 3 things…I pulled open the tabs and he never even looked at them, pushed my book back to me and said “Have a nice day”. Neatness counts. WLBS
