I don't think there is any false advertisement. What I think is that you maybe viewing her entire pitch as pertaining only to citizenship acquisition, when it's not. This is real estate marketing with the additional citizenship program aspect to it. The $200,000 fractional is investment purely for personal use or as rental, and does not qualify the buyer for citizenship because it falls short of the qualifying $400,000 needed. But given only certain properties are designated (by the government) for the citizenship program, your $200,000 investment in one of those properties essentially gets your foot through the door (so to speak). And in order for the $200,000 investor to get citizenship he or she would have to cough up an additional $200,000 to bring his total investment to $400,000.
