For CAS, yes. Email your school and let the know you had a valid application (explain the whole situation) and see if they can let you reapply. If it's for the same intake I think they should.

I applied for CAS last year and it progressed till 90% then it stopped... Then later got a message that the deadline had passed , can I apply again?
Then later I got an email from the school that I should defer to September this year, but after that email they've never communicated again
