Glad you got the skirt, because at $4 I would be taking it home to because you find a interesting small embroidered patch and apply it there but a great why is check the seams and see if there some fabric allowance of white (since it in the white area) make a small clipping big enough to cover hole and apply it to the hole underneath and with some stitch witchery over it press it into place (don't use too much). You made your own patch. Also make sure burnt edges of hole are not there because that will make it stand out from the patch underneath. I have not notice pricing going down at my local Goodwill thrift stores but they did open a new one and I checked it out was not too impressed how they had it setup.
